Why This Year's Covered California Open Enrollment Matters More Than the Last Five

Open enrollment for 2027 coverage starts November 1, and the subsidies that kept premiums low since 2021 have expired. Here's what Cerritos-area families and small business owners need to know before they renew.

A retired nurse in Cerritos left her hospital job at 62, two years before Medicare eligibility, and has bought her own health coverage through Covered California ever since. Every November for the past few years, renewal has been simple: log in, confirm her income, watch her premium tax credit adjust, and move on with her day. This November is different, and she doesn't know it yet.

The enhanced premium tax credits that have subsidized Covered California and ACA marketplace plans since 2021 expired on December 31, 2025. Congress has not replaced them. The House passed a three-year extension in January 2026 on a 230-196 vote, but it stalled in the Senate, where negotiations over a shorter, more limited version remain unresolved as of this writing. Covered California has said it's working to connect people to care despite that uncertainty, but the honest answer for anyone who buys their own coverage is that nobody can promise what happens between now and open enrollment.

Open enrollment for 2027 coverage runs November 1, 2026 through January 31, 2027. Current Covered California members can start renewing or shopping new plans October 1. To have coverage in place on January 1, 2027, the enrollment deadline is December 31, 2026.

Why This Year Is Different

The enhanced credits did two things: they increased the subsidy amount at every income level, and they eliminated the "subsidy cliff," the rule that cut off help entirely once a household earned more than 400% of the federal poverty level. Without an extension, that cliff returns. A self-employed Cerritos couple, a small business owner between contracts, or a retiree living on savings and Social Security who earns just over that line could go from a subsidized premium to paying full price in a single renewal cycle, with no phase-out in between.

This hits a specific slice of our clients hardest: the self-employed, gig workers, small business owners who don't offer themselves a group plan, and early retirees bridging the gap to Medicare. If your coverage comes through an employer, this open enrollment likely changes very little for you. If you or your spouse buy your own health insurance, through Covered California, directly from a carrier, or through a small business without group coverage, this is the year to actually open the renewal notice instead of letting it auto-renew.

What Fifteen Minutes Now Can Save You Later

Three things are worth doing before your renewal date, not after. Log into your Covered California account, or have us do it with you, and re-run your subsidy estimate under current rules, not last year's numbers. Auto-renewal will re-enroll you in a similar plan, but it won't necessarily protect the subsidy amount you got used to.

If your household income is near or above 400% of the federal poverty level, for context, that's roughly $63,840 for a single person or $132,000 for a family of four under the 2026 guidelines used for this cycle, model both scenarios: subsidy with the cliff back in place, and no subsidy at all. Numbers move fast in that range, and the plan that made sense last year may not be the cheapest option this year.

If you're self-employed or running a small business, this is also the moment to compare a marketplace plan against a group plan for your business, a health reimbursement arrangement, or a higher-deductible plan paired with an HSA. The subsidy landscape changed. The right structure for your situation may have changed with it.

Who This Really Affects

None of this means panic. It means this year's renewal deserves fifteen real minutes instead of an auto-pilot click-through, and it means the window to fix a bad number is before January 1, not after a claim comes in.

If you're an employee on a group plan through work, skip ahead and enjoy your November. If you're self-employed, running a small business, between jobs, or retired before 65, this is genuinely one of the more consequential open enrollments in recent years, not because the process changed, but because the number underneath it did.
